[gnso-osc] OSC approval of amended Council procedures - 5.10 statements of interest - deadline 21 January 2011

I have reviewed the changes circulated by Julie to section 5.0 of the GNSO
operating procedures.
I find them an accurate reflection of the consensus we achieved during the
Cartagena meeting of the OSC held on 5 December 2010.
 
Accordingly, I submit them formally for OSC adoption by 21 January.
