[gnso-pednr-dt] Summary of last call and agenda for 23 November

Last week we made amazing progress. I committed to incorporating our 
outcomes into the proposal matrix, which unfortunately did not get 
done before tonight. I have put in the consensus state based on the 
call and identified issues raised. Items highlighted in yellow were 
either deferred or require additional discussion.
I am again going to suggest that we table discussion on the number of 
days pending resolution of the other issues.
