[gnso-pednr-dt] Rec 17 correction
If we decide to go with the Rec 17 in some form (notice to RAE on intercepted web page), there is an error that needs to be fixed. It should read:If at any time after expiration, the registrar directs port 80 traffic (Web) to a web server other than the one used by the RNHaE prior to expiration, if the Registered Domain Name is still renewable by the RNHaE, the page shown must explicitly say that the domain has expired and give instructions to the RNHaE on how to recover the domain.
