Like many groups, the RrSG uses a consistent format for its comments. 
In this case, the "position paper" is referencing the second and third
paragraphs, under "RrSG Position."

i am unable to find the "position paper" referenced in the text of this
comment dated 22 April 2011. was it inadvertently omitted from the 
posting of the public comment?
