Here is proposed order. Alan
General
#1 ? Define ?Registered Name Holder at Expiration
(RNHaE) to identify the entity or individual
eligible to renew the domain name registration prior to expiration
Post expiration behaviour and ability to renew
#2- Provide a minimum of 8 days after expiration
when RNHaE can renew, and disable normal
operation during that time to attract the attention of the RNHaE
#13 ? The page shown following expiration (if
registrar changes DNS resolution) must explicitly
say that the domain has expired and give
instructions on how to redeem the registration
#3 - Changes to WHOIS after expiration must not
alter the RNHaE ability to renew
Registrar disclosure and expiration warning
#6 ? Registrar website should state any fee(s)
charged for renewal following expiration
#9 ? The registration agreement and web-site must
clearly indicate what methods will be used to deliver notification messages
#10 - At least two notices prior to expiration at set times
#12 - At least one notice after expiration
#11 ? Notifications of expiration must include
methods that do not require explicit action other than standard e-mail receipt
#14 ? Best practice: If post-expiration
notifications are normally sent to a point of
contact using the domain in question,
post-expiration notifications should be sent to
some other contact point associated with the registrant if one exists
#15 - Best Practice: the notification method
explanation (see recommendation #9) should
include the registrar?s email address from which
notification messages are sent and a suggestion
that registrants save this email address as a
?safe sender? to avoid notification emails being
blocked by spam filter software.
#16 - Best Practice: Registrars should advise
registrants to provide a secondary email point of
contact that is not associated with the domain
name itself so that in case of expiration
reminders can be delivered to this secondary email point of contact.
Redemption Grace Period
#4 ? All unsponsored gTLDs and registrars must
offer Redemption Grace Period (RGP)
#5
#17: The Working Group recommends that a transfer
of a domain name during the RGP should not be allowed.
Registrant education and awareness
#7 ? ICANN to develop educational materials about
how to prevent unintended loss
#8 ? Registrars to provide link to ICANN
published web content providing educational
materials on registrant responsibilities and gTLD domain name life-cycle
Monitoring and follow-up
#18: The Working Group recommends that ICANN
Compliance is requested to provide updates on a
regular basis in relation to the implementation
and effectiveness of the proposed
recommendations, either in the form of a report
that details amongst others the number of
complaints received in relation to renewal and/or
post-expiration related matters or in the form of
audits that assess if the policy has been implemented as intended.
