It is actually 7 July (see
http://gnso.icann.org/en/group-activities/calendar#jul), but of course,
ideally it would be submitted as soon as possible to allow Stakeholder
Groups and Constituencies as much time as possible to review prior to
Durban so that it is less likely that a deferral is requested to allow for
more time for review.
