Dear All,
Please find below the notes from yesterday's Policy & Implementation Working
Group meeting. You'll find attached for your review a slightly revised version
of the draft IRT Principles / Guidelines document, which addresses some of the
edits and comments discussed yesterday (note, it does not include an additional
section yet on IRT internal operating procedures as discussed - we'll work on
this ahead of the next meeting). If you have any comments or suggested edits,
please share these in advance of the next meeting. Furthermore, if you have any
comments / additions to the IRT Review Chart, which has also been attached here
for your information, please share those as well.

IRT Review Chart
* Any further comments / questions?
* Current and former IRT members encouraged to review document and add /
comment as appropriate
* Lessons learned will serve as input to IRT Principles / Guidelines
* Send reminder for input by end of November to WG
IRT Review Chart
* High level principles related to recruitment, composition and operating
principles derived from strong points, lessons learned and comments received
from WG to date
* WG encouraged to review and provide input on the draft IRT Principles /
Guidelines on the list - comments on the list will then be discussed / reviewed
on one of the next meetings
IRT Recruitment and composition:
* How to ensure that experts are informed on what the policy
recommendations are to prevent reopening of policy issues? Add that call for
volunteers / experts should include information on what the policy
recommendations are and how anyone participating is expected to have reviewed
these.
* IC - change may to should ('the call for volunteers should also reach
beyond the working group members'. Sentence may need a little bit of
restructuring - objective is not necessarily to have a large, all compassing WG
('attract additional volunteers'), but people that are direclty impacted and
have the right expertise.
* ID - add 'community' so it reads staff and community efforts to recruit
IRT members
* IF - To the extent feasible 'and applicable' (add 'and applicable') - may
not always be necessary to have balanced participation. See for example
Inter-Registrar Policy which mainly affects registrars.
IRT Operating Principles
* IIB - 'may require possible policy discussions' (add 'possible)
* IID - regular updates to whom? Intent is that staff is communicating to
IRT - so consider updating with updates to IRT.
* IIE - send documents in a timely manner 'to the IRT'
Charter Questions 3, 4 and 5 discussion
* Consider adding principles on IRT operations to draft IRT principles
* Needs to be flexibility as they will vary depending on policies that need
to be implemented
* Consider adding role of Council liaison as co-ordinator/facilitator
if/when any formal decisions need to be made, taking into account GNSO Working
Group Guidelines. Liaison also serves as channel of communication to the GNSO
Council.
* How to deal with comments in public comments that attempt to change the
policy recommendations? IRT should be first touch point. IRT / policy staff may
play a role in providing feedback on whether or not those issues were already
addressed / considered (as PDP WG is no longer in existence). Up to IRT to seek
further counsel if needed.
