Statement of Interest (SOI) for the Policy Development Process Steering 
Committee - Policy Development Team

I represent a California based, privately held company, CBS Enterprise Group, 
which is engaged in international IT business. As part of its portfolio of 
services, the company provides systems integration services, which delivers 
domain registration, web hosting and email services to end users via a reseller 
agreement with registrars and registries.

The GNSO Council's responsibility in recommending substantive policies relating 
to generic top-level domains is a critical part of ICANN's function. The 
mechanism by which the GNSO makes such recommendations to the ICANN Board of 
Directors is through the GNSO Policy Development Process (PDP) set forth in the 
ICANN Bylaws.  During 2005-7, as part of the NomCom representative, I had 
served on the GNSO and was active in the Policy Development Process of the 
International Domain Names (IDNs) and generic Top Level Domain names (gTLDs).  
Within this period,  I was active in providing guidance to the GNSO improvement 
process and give specific recommendations to the independent review group, 
namely the London School of Economies.

Given that the GNSO structure is made up on the principles of a Constituency 
representation  and  their  Stakeholders, it is important that there is a level 
playing field for various constituencies by ICANN as an organization as well as 
the processes and mechanisms by which the Constituencies operated within the 
community; particularly in the areas of transparency and openness and the 
fairness of the Constituency's  processes which should continue to observe the 
interest of the stakeholders that are participating in them  particularly the 
noncommercial, public interest and individual users as well as areas dealing 
with competing and conflict of interests.  As such, I would like to bring my 
experience in PDP and continue my interest in this important area of ICANN.

In my personal capacity, I do not have any of my moneys, invested in companies 
that are in the registrar businesses.   I do not believe that any activities of 
the Council or ICANN could have a material effect on the work I do at CBS 
International".

Go Daddy Group, Inc. family of ICANN-accredited registrars.  GoDaddy.com is a 
member of the GNSO Registrars Constituency, and conducts business with numerous 
gTLD and ccTLD registries.

In my position with GoDaddy.com my focus is the development and promotion of 
registrar-related business, products, and services.

where I focus on the nexus of Internet governance and ICT policy issues, on a 
global basis.

I advise, and in some cases represent corporations at global ICT related events 
and at IGOs, where Internet governance and related issues are underway.  ICT 
Strategies also undertakes a significant amount of interaction and 
participation in the global sector that is on an unreimbursed basis

allocation of single letters in legacy gTLDs.

I represent no one in my volunteering to join the PDP working group.  I am not

I am a full-time employee of Network Solutions LLC, an ICANN-accredited 
registrar that is owned by global growth equity firm General Atlantic. I 
currently serve as Network Solutions' Policy & Ethics Manager.  My daily 
responsibilities include handling ICANN-related issues, corporate advocacy at 
the local, state and federal levels, and administering Network Solutions' 
business ethics program.

I have no ownership interest in Network Solutions, its affiliated, 
ICANN-accredited registrars (NameSecure L.L.C. and TLDS L.L.C d/b/a SRSplus), 
nor in any current registry operator.  I am not in possession of any registry 
sensitive or proprietary information.  To the best of my knowledge, I have no 
ownership interest in any entity that currently has business before the GNSO or 
ICANN.

My commercial interest in ICANN GNSO policy development outcomes is focused on 
their potential impacts on Network Solutions and/or its affiliated registrars.

Network Solutions is a member of the United States Council for International 
Business (USCIB).  The USCIB is a member of the Business Constituency of the 
GNSO.  Our primary interest in the USCIB is the DNS and Internet Identifiers

I am an independent research consultant and a part time Adjunct Professor at 
Luleå University of Technology (LTU) in Sweden. At LTU I supervise two Ph.D. 
students on Delay Tolerant Networking (DTN) Technology and am responsible for 
creating a curriculum in Internet Governance. As a professor I am partially 
funded by an European Commission FP7 research grant.
I have a recurring part-time contract with UN-DESA and the Internet Governance 
Forum as a consultant on Internet Governance and WSIS follow-up activities. I 
also have a part-time contract with Iometrix where I am consulting on 
establishing certification testing programs for VoIP NNI (Network to Network 
Interconnect). While I am an associate of the Interisle Consulting Group, I am 
currently inactive and expect to remain so as long as I am involved with ICANN 
as a volunteer. Specifically, I have no involvement in any contracts Interisle 
may have with ICANN.

As part of my volunteer activities I give advice to various representatives of 
indigenous nomadic and semi-nomadic populations and NGOs on Internet topics 
which include the possibility of obtaining a gTLD. These activities may involve 
providing assistance in obtaining a TLD including assistance in raising the 
necessary funding for a TLD, when and if that is an appropriate solution to 
their goals. I am not, however, currently involved in any such efforts In terms 
of the GNSO Council and its various working groups, committees and teams, I 
currently have no employment, contract,

advising national governments on the effective use of Information and 
Communications Technologies (ICT) in support of poverty alleviation, education 
and national growth.

designed a national strategy for the use of ICT in development cooperation 
(foreign aid), reviewed the effectiveness of donor ICT support in Africa, 
reviewed specific projects focused on the use of ICT in post-secondary 
education, performed ICT readiness assessments at both an institutional and

    As stated above in this WG, I represent the ALAC, but it should be noted 
that I am a founder of  a National peak consumer interest group in Australia => 
the Australian Communications Consumer Action Network (ACCAN) and served on the 
Australian Governments'  Department of Broadband Communications and the Digital 
Economy's Ministerial group formed to review options possibilities and form 
this national amalgamation of consumer interest voices including the general 
consumer disadvantaged, rural, disability and small business sectors, which 
created this organisations concept charter etc., and  was part of the 4 person 
selection committee that selected the founding Board structure of ACCAN with 
Government observers... This NFP organisation has shown interest in involvement 
in GNSO Policy development WG's in the future and possibly in then NCSG and is 
in preliminary discussion with Consumers Union and other National and 
International similar peak body consumer interest groups to look at 
constituency status therein...  Consumers Union is an ALS and ACCAN is planning 
on becoming one...

I have been a self-employed lawyer based in Prague, Czech Republic. During the 
past year I have managed, as an external counsel, the UDRP implementation at 
the Czech Arbitration Court (CAC). Before that I was a partner of CEAG, a 
regional law firm based in Prague. I am in the process of establishing my own 
law firm.

I have been a technology and IP lawyer.

As mentioned above, I have managed, as an external counsel on the basis of a 
mandate agreement, UDRP implementation for the Czech Arbitration Court (CAC). 
This mandate is now ending, due to the CAC's UDRP launch on 12 January 2009. I 
may be involved with the CAC in new mandates in the future, which may or may 
not be related to ICANN policy.

Except for the (almost finished) CAC mandate disclosed above I have no other 
commercial interest in ICANN policy development at the moment. I volunteered 
principally due to my personal interest in ICANN mission and ICANN environment, 
nevertheless as a technology and IP lawyer I probably will represent clients 
with commercial interests in ICANN policy development in the future.

I am Senior Vice President - Law and Policy of Public Interest Registry (PIR), 
a nonprofit corporation responsible for management of the registry of the .ORG 
top level domain. From 1999 until 2002, I was Vice President - Public Policy of 
the Internet Society. In 2002, I became founding Chairman of the Board of 
Public Interest Registry, and served in that capacity until August, 2004. I am 
currently Chair of the Registries Constituency of the GNSO.
I am a member of the Bar of New York, Illinois and Wisconsin and a registered 
patent attorney with the US Patent and Trademark Office. I am a director of the 
Better Business Bureau of Chicago and Northern Illinois, Inc. I am a retired 
partner of the law firm, Sonnenschein Nath & Rosenthal, LLP in the US, and have 
no connection at this time with any of its present or former clients. I am a 
member of the WIPO Arbitration & Mediation Center Panel of Neutrals.

In this role, I am responsible for all legal and policy issues with respect to 
the .biz and .us TLDs as well as for various other non-registry lines of 
business within NeuStar.  In addition, NeuStar may be pursuing new top-level 
domains both as a front end and as a back-end registry operator.

NeuStar is the domain name registry for .biz and .us as well as the back-end

senior leadership position and I do own a very small amount of equity.  NeuStar 
does not own or have any interest in any domain name registrar, nor is it 
involved currently in any other constituency within ICANN.

Other than being a "contracted party" bound by Consensus Policies, as defined

Mike Rodenbaugh - Commercial and Business Users Constituency

I am owner of Rodenbaugh Law, a member of the Business and Commercial Users 
Constituency. I am an attorney licensed in California. I conduct much of my 
business via the internet. I advise and represent entities and individuals with 
various commercial interests in domain names and other forms of intellectual 
property, and with varying interests in internet commerce.

I am personally concerned about the security and stability of the Internet, as 
it is increasingly the backbone of our society, critical to global commerce, 
communications and safety. So I am interested in ICANN's role in managing and 
coordinating the technical and policy aspects of the Internet. I am mindful of 
the many enormous benefits of the internet that are fostered by ICANN policy, 
and seek for ICANN policy to develop in ways that will enhance the growth of 
internet commerce and communications. I am also concerned about various, 
serious harms enabled by policies of ICANN and its contracting registries and 
accredited registrars, or by lack of effective policy.

Businesses and their customers are experiencing increasingly severe harm from 
phishing, malware distribution, hacking and other forms of online crime and 
intellectual property infringement. For many years I served as in-house counsel 
at Yahoo! Inc., working increasingly to protect Yahoo! users and their 
commercial and personal interests, as well as Yahoo!'s commercial interests, 
against these increasing worldwide threats. I believe that these harms will 
continue to rapidly grow, unless DNS policies are adapted to help fight them. 
So I strive for DNS policy that helps to mitigate those threats as much as 
reasonably possible.

On occasion, I may have clients with similar concerns, or who have other policy 
interests at ICANN. As a representative elected to the GNSO Council by the 
collective members of the Business Constituency, I am required by the 
Constituency's Charter to support and otherwise remain faithful to approved 
positions of the Constituency as applicable, rather than my own views or those 
of any client I may have at any given time. Generally my clients are online 
businesses that do not have a contract with ICANN, though I may represent 
contracting parties from time to time in matters unrelated to ICANN policy, for 
example in a commercial transaction or dispute resolution. To the extent that 
any client seeks my representation or advocacy in any ICANN forum, I would 
further disclose the existence of such client and their interest in the matter 
at the time of that representation.

I currently advise a for-profit entity in a business venture that will apply 
for a new gTLD when ICANN opens the domain space in 2009, and I am personally 
engaged in a second for-profit business venture that intends to apply for 
another new gTLD through that ICANN process. I may consult on other, similar 
projects in the future. In addition, I advise Yahoo! and several other clients 
with respect to cybersquatting and cybersecurity problems that they suffer, 
which problems are enabled (often unknowingly) by ICANN contracting parties and 
by ICANN policies or lack thereof. Therefore I also advise those clients about 
ICANN, and advocate at ICANN some of their views that ICANN policies should 
change and/or be adopted to mitigate these problems.

I am employed as a Special Counsel by Covington & Burling LLP ("Covington"), a 
general practice law firm with over 650 lawyers in eight offices in four 
countries. I am resident in Covington's Washington, DC office and am a member 
of the District of Columbia bar.

I specialize in Internet and trademark matters, and represent trademark owner 
clients in connection with such matters. Among my responsibilities, I develop 
and implement strategies in the areas of offensive and defensive domain name 
registration, Internet monitoring and enforcement, anti-counterfeiting and 
anti-fraud; reclaim domain names through negotiation, arbitration (under the 
UDRP, .biz STOP, and .mobi Sunrise Challenge policies, thus far), and 
litigation; advise clients on the purchase and use of keywords and trademark 
aspects of search engine optimization; negotiate and draft transactional 
documents relating to Internet-related assets and perform due diligence reviews

security and technology provider. My duties consist primarily of providing 
consulting services. As a multi-national organization, Verizon Business has 
many customer and vendor relationships, and some of those relationships may 
include ICANN accredited registrars, registries as well as members of other 
GNSO constituencies. In the normal course of my duties, I have no knowledge of 
which ICANN related organizations my company is contractually involved with. My 
position and responsibilities in Verizon Business do not allow me any decision

firm based in Washington, DC.

At Steptoe & Johnson, I am a member of the Intellectual Property Group and lead 
a trademark portfolio practice.  My practice includes domestic and 
international trademark counseling, clearance, prosecution, enforcement, and 
litigation, as well as trade dress and domain name issues.  I assist clients 
with the creation of trademark and branding strategies and the development of 
programs to enforce and protect intellectual property rights, and represent 
clients seeking to protect against infringement of their copyrights, 
trademarks, and trade dress in the United States and internationally.  In 
addition, my practice includes significant work in domain name law and new 
media counseling and enforcement, including assisting clients with the 
management of their domain name portfolios and securing domain names that 
incorporate clients' trademarks through the Uniform Dispute Resolution Policy 
and other similar processes for foreign domain names.

outcomes.  As my law practice focuses on representing brand and trademark

ensuring that the rights of brand and trademark owners are protected in any
