 *   WT could consider recommending that the PDP rules of procedure should 
mention the option of an economic impact analysis that could be conducted on 
the recommendation of the GNSO Council and/or ICANN staff when deemed 
appropriate or necessary
 *   Alternatively, the WT could decide not to make any recommendation on this 
issue

Concerns / Questions

10.a       Whether to conduct preliminary economic analysis, such as to 
evaluate market demands, impact to Community, ICANN staff costs, and other 
resources needed from ICANN

PDP WT Response

10.a       Some wondered whether it would be feasible to do an economic impact 
analysis at this stage of the process? It might be appropriate for some issues, 
but not others. Others noted that it might prejudge the outcome. It was noted 
that an option could be left to leave this to the discretion of the GNSO 
Council, possibly on the recommendation of ICANN staff, to decide, but that 
this should not delay the overall process.
10.b       (Agree.  But a general sense of the size & scope of the issue’s 
economic impact may help with prioritization (below)).
