[gnso-ppsc-wg] Apologies and a Suggested Approach

All, I apologize as it doesn't look like I will be able to make the call
(stuck in another meeting righ now). But I would like to make the
following suggestion for an approach to building out the framework that
Ken was kind enough to create for us and posted here:

I propose we assign each of us to one of the four top level topics. That
would assign at least two, and three in one case. I propose the
following assignments, but just a suggestion as some may have an
interest elsewhere. My goal was to have at least one *contracted party*
and one *user* assigned to each topic.

Once assignments are made, the partners in each topic would work over
the next few days to draft a more fleshed out outline of their assigned
topic. Perhaps one takes the lead with an initial draft or both do an
initial draft. Either way, together they discuss, edit, and then submit
a final draft to the group list.

On our next call we can discuss the drafts, suggest refinements etc. A
final comprehensive draft would be put together for submission to the
PPSC.

would send another notice including the time and call-in details.
