Steve,
Not sure how this misunderstanding got started, but we never implied
that we were open to other parties in the actual negotiations. That was
the whole point of this drafting team - to address the concerns about
the community being more involved in a more open process. Also, I hope
there is no expectation that everything on this large comprehensive list
can or will be addressed as amendments in the next version of the RAA. I
think the prioritization efforts were important in that regard and
assumed that was undertaken for that purpose.
All that said, I would like to propose the following next steps:
1. Full list goes to Staff.
2. Further weeding out of issues that fall under consensus policy (if
any).
3. Negotions begin between Staff and the Registrars (as a whole, not
individually).
4. As some agreement is reached on various items, they are posted for
public comment and feedback. The GNSO may wish to specifically form a DT
to review them and develop a response.
5. Staff and Registrars review comments and continue negotiations and
repeat step 4 as necessary.
6. Final draft of new RAA goes to public comment.
7. GNSO Council reviews and considers comments and votes on approval of
the RAA.
8. If Council approves, the new RAA goes to Board for approval.
9. If Council does not approve, goes back to Staff and Registrars with
appropriate feedback for reconsideration. Repeat from step 6.
We want to be as inclusive and as open as we can, but cannot agree to
any non-party to the agreement being involved in the actual
negotiations.

Sub team B colleagues,
In light of the recent list traffic, I suggest we turn first on our
agenda to task 3 and any alternative proposals for what we should
recommend regarding next steps. We will also probably need to revisit
our timetable, since it looks less likely that we will be able to
complete our draft report in the next week as we had planned. In that
regard, may I ask the staff to bring to the call tomorrow the dates by
which (under Council operating procedures) our report would have to be
circulated in order to be ripe for Council consideration on the Council
meeting dates now scheduled for May? Thanks!
