"Can you tell with certainty at the point of registration that a
domain name registration will be abused?"
"The group should focus on abusive practices in the registration
process as separate from any subsequent use."
These notes reinforce and support the limited scope that we've
discussed in the past week, i.e. "point of registration" and "the
registration process as separate from any subsequent use."
