Dear WG:
Action items from today's meeting are:
1. Cybersquatting: James, George, Martin, and Faisal are tasked with
filling in the wiki's Definition, Issue, Background, and Recommendations
sections so that the group can go through them in detail the November 9th
meeting. Our goal is to get this this in shape for publication discuss
concrete recommendations. James and George recommended that the definition
should stick to the URDP definition, that borrowings from ACPA and other
sources are jurisdiction-dependent and borrowing presents some balance
issues (fair use etc.), and that discussing possible UDRP reform needs a
process of its own. Recommendations section is of course open to all WG
members and ideas.
2. Uniformity of Contracts: sub-group needs to fill in wiki at:
https://st.icann.org/reg-abuse-wg/index.cgi?uniformity_sub_team
3.Malware/Botnets: Greg filled in wiki at
https://st.icann.org/reg-abuse-wg/index.cgi?malware_botnet_control and
invites feedback.
4. Greg and Marika to work on PPT deck to be used as an update to GNSO
Council.
All best,
--Greg

Subject: RAPWG agenda: Monday 12 October at 14:00 UTC
Dear WG:
The next Registration Abuse Policies Working Group call is scheduled for
Monday 12 October at 14:00 UTC for 90 minutes; dial-in info has been sent to
members under separate cover. Agenda is:
1. Roll-call
2. updates from sub-groups:
a. Cybersquatting group: Question was raised: is this about UDRP?
b. "uniformity in contracts" group: Update. We see that there is no
uniformity. The next question is: what does it mean? The group's task is
to understand if registration abuses are occurring that might be curtailed
or better addressed if there was more uniformity. Uniformity sub-group to
put material wiki and flesh it out with text.
c. Spam/phishing/malware. Discuss ICANN Expedited Registry Security
Request Process (ERSR). Discussion so far summarized at:
https://st.icann.org/reg-abuse-wg/index.cgi?phishing_spam_malware. A goal
is to identify the policy issues here, and what might fall into other areas
such as best practices. Work on completing this section: "Issue: A concise
statement of the problem/issue, no longer than one paragraph", as a way to
help crystallize the issues.
3. WG's ICANN Seoul update for council liaison.
4. Next meetings: ICANN Seoul meeting is Wednesday 28 October 14:00 - 15:30
local time (Oct 28 05:00 UTC), in room Sapphire 4. Next meetings on
November 9 and 23.
With best wishes,
--Greg Aaron
