I like this.  Perhaps we can append something like:

 

"...monitor the issue, and initiate further study and/or policy work if 
evidence of harm is discovered."

        Dear WG:

         

        We have many (raggedly phrased) front-running recommendations.  I 
propose that we reduce and clarify to one: 

         

        “At this time it is unclear to what extent front-running happens.  
There does not appear to be enough concern to warrant policy development at 
this time.  The RAPWG suggests that the Council monitor the issue.“

         

        Thoughts?
