[gnso-rap-dt] Updated version of Initial Report posted incl. Executive Summary

Dear All,

Please find an updated version of the draft Initial Report posted on the wiki 
(https://st.icann.org/reg-abuse-wg/). This version includes the proposed 
Executive Summary, as well as a proposed placeholder language for chapter 10. 
Note that instead of attempting to summarize chapters 5 – 9, the executive 
summary points to these chapters for further background information on the 
different issues discussed there. On the other hand, all recommendations would 
be included, once finalized, in the executive summary. The group can discuss on 
the call later today whether it is happy with this approach, or whether it 
would like further background information added for chapters 5-9.
