My suggested edit was made because the reservation is based on the ISO-3166
list (and has been for over 20 years). IANA does not decide what is and is
not a country. Two-character TLDs are currently added as they are added to
the ISO-3166 list. Most recently, ccTLDs were added for .RS (Serbia) and .ME
(Montenegro). My suggested edit is more accurate, but as this is only an
executive summary, I'll let this one go.

I suggest a change to the short form reco re two characters at the top
level:   "Maintain current practice of only allowing for ccTLDs, no
further work."

I do not understand there to be any current reservation or prohibition
that is documented, but just a practice thus far to only allow them as
ccTLDs (and I had already provided a statement as to why I think that
some of them should be allowed as gTLDs).

I added some edits to Patrick and adjusted table properties so that the
header row will be repeated if the table goes across two pages and so
that individual rows would not be split across two pages.
