The Staff URS Proposal reads:

10.2 If a Complainant has been held to have filed abusive complaints 
on three occasions, the Complaint shall be barred from utilizing the 
URS for one-year following the date the last of the three Complaints 
was determined to be abusive. [Defining Abusive Complaints remains 
under consideration.]
Ignoring the typo in the second phrase where "Complaint" should be 
"Complainant", has there been any progress in the definition of 
"abuse" or the mechanism by which a Complaint would be "held to have 
filed [an] abusive complaint"?
