Alan,
I didn't mean to imply either but was simply communicating what is
tentatively proposed at this time. A Thursday meeting for the Council
seems to have worked pretty well but that doesn't mean it can't be
changed. As you know we changed it to a Monday for our 23 Nov meeting.
We will discuss this in the 23 Nov meeting. If the STI group wants to
provide some input in that regard, that would be good. I would
discourage considering a change to the Council meeting date unless the
STI group is very confident that the STI work will be finished in time
to make the change worthwhile. So if you and Zahid and other Councilors
who are on the STI could provide as much information as possible in that
regard, that would help a lot.
As you yourself pointed out, it is not just about the Council reviewing
any STI recommendations but Councilors will have to obtain input and
direction from their SGs and in your case the ALAC before they can make
any decisions. Hopefully, STI reps are keeping their respective groups
informed along the way, but some time, probably at least a week, will be
needed for SG and ALAC review before the Council can act.

Chuck, should we take that to mean that you consider the 17th
sufficiently close to the Board deadline of Dec 14, or that you will
propose moving the meeting up a few days? Or neither.

Typically most councillors can only vote to
approve such a report if given at least a week's notice to consult with
their constituencies, perhaps leave the motion as is, but add that the
STI-RT intends to deliver its report no later than Monday, 7 December?
That tells the GNSO what the window is for a meeting.
