FWIW, this was the point on which the document was faulted the most in EWG
discussions.
Again FWIW, if you did a survey of privacy protection laws around the
world, in the main they pretty much follow the European construct. The
typical difference is the enforcement mechanisms that are outlined.
Where they are in play, the APEC/Safe Harbor rules are typically more
useful to determine enforcement status than the legislative regimes
themselves.
