BTW, to show full support, I think you need to bring the proposal back  
to the council and get a vote.  Agreement in a drafting team does not  
automatically mean that the council is in agreement as we have seen on  
several occasions in the past.  At this point, I think the question  
can only be asked hypothetically
I also expect that you may be able to show strong support in the DT,  
but speaking personally I do not believe you have full support yet.
