Hi Tom.

If a string is not present in the allocatable string-space, and it
isn't in the seven (or so) words on the ICANN reserved word list, then
some allocation action has occurred.

Looking for resolution, or presence in the zonefile, is a higher bar
than "has it been allocated or reserved other than through the
reserved word list".

This isn't specific to "private registries" (a term not yet defined),
simply to the string spaces registries make allocations out of.
