I want to remind, or re-state, that proposals for exceptions based
upon hardship should not merely be prospective, for the benefit of
some applicant, when ever applications actually become accepted,
evaluated, contracted, and delegated.

Proposals for exemptions _must_ address the 2001 sTLD registries, who
were the guinea pigs of round 1.

Exemption proposals that cannot be expressed using one or more of
those three experiences, and which cannot be applied to those
registries as they exist today, aren't sufficiently serious.

In theory an exemption may be fine, but if it can't be demonstrated in
practice, it is a scam.
