Statton,

I suppose the short form is that zero cross ownership among actors in
the same name space (the same inventory) has one effect, and zero
cross ownership across all (new) actors in every (new) inventory has
another effect.

CORE's analysis is that independent of which role CORE assumes, that
the effect of restriction on actors in the same name space is beneficial.
