CBUC statements are only comments and will not be treated as a proposal.  
Further, CBUC members that are a part of proposal teams are standalone and 
separate from any current CBUC consensus position.  They have not been 
presented to our constituency for any consensus building at this time.

How are we treating the submissions from the ISP and the Commercial and 
Business Users constituencies?

Will they be listed as separate proposals, as we have for the IPC,  or just as 
opinions (more like public comment)?
