Ken,
this proposal looks like a step backwards to me, as it imposes even more
limitations on all parties.
According to your proposal, Registrars are totally excluded from
performing RSP operations for a registry. It does not as claimed create
an even playing field for all actors in the market, to the contrary, it
excludes a great number of potential RSPs from offering their services.
The proposal does not explain how a 15% ownership is essentially
different from 5%, 10%, 50% or 100% ownership when it comes to control.
Granted, 15% is a nice number, but it is a number with no intrinsic
benefit or danger-averting qualities. Instead of focussing on a random
number to solve all problems and reduce general fear levels, why not
focus on the harms and find specific solutions to each perceived problem?
