[gnso-vi-feb10] Updated Proposal Matrix -- V 5.0 (hoping for 5.x before the call)

hi all,

this is a "there's good news and bad news" story.

the good news -- here's the updated version of the proposal matrix in plenty of 
time for the call

the bad news -- the only two rows that have been updated are the DAGv4 row and 
the CAM/MMA proposal row (kudos and gold star to Avri for submitting updates).

how about some more updates peepul??

also -- check my work on the DAGv4 row.  

i'd love to be able to publish a Version 5.1 before the call...
