Hi Erik,

While I agree that we should refrain from suggestive language, I do 
believe we should be able to call a duck a duck.
The 15% limit proposed for co-ownership both ways (registry-registrar) 
is both arbitrary and anti-competitive as it ensures the position of 
current encumbents by excluding a great number of potential future 
competitors without justifying the limit with sound justification of 
this limit of 15%. While a restriction of 15% CO can be seen as legacy 
position for CO of registries in registrars, no such limit existed for 
registrars in registries withing the contracts with ICANN.
