I think that was just an unintended oversight and the RACK joint
proposal addresses that.

(But to be completely accurate though, there were provisions in both the
original .biz and .info contracts that went both ways.)

Hi Tim,

just to be clear, in my understanding, the 15% was the legacy limit only

for ownership of registries in registrars, but not vice-versa. There 
originally was no restriction of registrar investment in registries in 
any agreement I know.
