To review data, for a purpose, the data which is gathered must be
capable of informing the purpose.

What correlations are interesting to test for existence?

Conditional acts.

The acts need not be coordinated, the parties undertaking conditional
acts need only use commonly available knowledge, e.g., the
"coordination" of a domain tasting registrar and advertising network
operators, which consists entirely of a publicly available
pay-per-click value.

The acts may be coordinated, but the coordination external to the
domain of the coordinated act, e.g., sequences of domain registrations
in some registries are predictive of registration attempts in other
registries, which may be interposed by predictive "frontrunning"
registrations.

Etc.

Any act that creates a secondary market, or acquires domains for some
revenue generation purpose other than registration by non-coordinated
parties.

Overlooking who is going to do the data review, and at what cost, and
to whom, determining the data collection requirements to test for the
correlations of interest appears to be an area of activity of no
actual interest.
