I am not weighing in on whether polls/surveys should be used, but I honestly
have some questions on the survey. I went through all of the questions, but in
the end decided not to submit my results because I realized I was confused on a
number of the questions and didn't know how to answer them. Again, it is not
that I don't know my position, it is that I don't understand the meaning of the
questions.
My first issue relates to questions 2-13. I assume, but want someone to
verify, that those questions relate intra-TLD as opposed to cross-TLDs although
that is not made clear. In other words, I believe there should a percentage
cap (5%) and other restrictions on controls for TLDs in which a
Registrar/Reseller would like to be the Registry or Registry Services Provider.
However, I believe that if the Registrar/Reseller that wants to be the
Registry or Registry Service Provider, but does not want to distribute the
domain names within that same TLD, I do not believe there should be any limits
on ownership or control. That is my position which is pretty well know. Given
the above, none of the answers have 5% as a choice and there is no write-in
answer. In addition, it is not clear by answering 2-13 whether we are talking
about within a TLD or cross-TLDs. So someone tell me how to answer those
questions where the above is expressed.
Question 20 was confusing to me as well;. The question states "Require
non-discrimination among Registrars" and the answers are "yes", "No, for
qualified .Brand exceptions; Yes for all others", "No", "No Preference", "Does
not apply to my approach". Ok, so my view is that there should be more
exceptions than just for .Brand. Again, that is NOT a choice. So, what is my
answer on the poll.
Those are just 2 examples.
I want to stress that I am not saying polls or surveys are not useful nor am I
saying the opposite that we must use these to get a pulse on the group feels.
I just don't believe this particular survey allows me to express how I feel on
these subjects and therefore I am worried about how ultimately they will be
interpreted.
