Hi Eric,
Favoring less compliance is essentially favoring more gaming and abuse,
as structural seperation in itself will prevent not one of the harms
proposed so far.

Jeff E made a point on the last call, that "exception" implies
restriction (to which he is opposed, and I favor), and that is a valid
point.
The same arises with "compliance". The structural separation
proposal(s) rely less upon compliance than do the structural
integration proposals, and so the elevation of "compliance" without
caveat implies integration (to which I'm opposed, along with some
others, and Jeff E and some others favor).
The place to insert this may be around 292.
