I think they should be listed in alphabetical order by the second letter
of their known name to avoid favoring anyone who named their proposal in
a way to get a better listing.

While we're talking about Annex G/A, I have two suggestions:
 
1.  Revise to identify the proponents; and 
2.  Consider revising to provide an email address for one of the
proponents that could be used if persons wanting to submit comments have
questions.  Otherwise, there is a risk that folks will submit comments
on a proposal of which they have an incorrect and/or incomplete
understanding.

Mikey, I would like to suggest that Annex G become Annex A. As we state
in Section 6, “These proposals are included in this Initial Report to
reflect the current status of the efforts of the VI Working Group and to
invite public comment on these various proposals.” [my emphasis]
 
Rather than have people dig through annexes, let’s make it easier for
them and pull this particular one up to the front of the stack.  (All
others can probably follow from there.)
 
Now we can debate the order J
