Tim,

I'm in favor of your proposal.

#1 points out that the restrictions that would make sense (if anyone 
were to observe them) for the .com market are non-functional 
elsewhere, other than being dysfunctional.
#2 establishes case-by-case, at odds with the one-size-fits-all 
approach adopted by Staff, for reasons we heard at the WDC Consultancy 
last January.
#3 says S**U isn't ripe yet, which seems an understatement.

#4 is non-controversial, as it addresses current conditions and 
anticipated new conditions.
