Danny,
The key to understanding that data is the phrase *as indicated by the
follow-up reports provided to ICANN by the reporter.* The reporter is
not necessarily the most objective source for that data. If you read on
in the report, ICANN followed up with further investigation into that
85.2% resulting in this more accurate estimate:
Whois Corrected 3.4%
Domain Deleted 14.2%
Domain Suspended 17.9%
Whois Inaccurate or Incomplete 27.9%
Plausible Whois 36.6%
Of the 27.9% it's important to note, as the report does, that some
registrars suspend names in ways other than putting them on HOLD at the
registry. Whether that's compliant with policy or not is something to
look into, but the point is that some portion of that 27.9% have likely
been acted upon.
I'm not arguing that it couldn't be better, just trying to put it all in
proper perspective.
