I don't think it's the IP and business community that is asking you to
implement the OPoC system. We're just pointing out that if the system
is going to be premised on the OPoC performing its job, there have to be
enforceable obligations. To say again, we're willing to work with those
who want the OPoC system, to try and address these issues. But I think
enforceability of a reasonably robust set of responsibilities is the
'price of admission' so to speak, in order to protect consumers and
businesses. As Rob Flaim from the FBI put it in San Juan, "solving a
disaster by creating a catastrophe is not the solution at this point."
If, with that in mind, OPoC no longer seems manageable to you, then
maybe we should look for, in Tim Ruiz's words of a few weeks ago, "a
paradigm that better fits the reality of today's privacy issues and
needs for access. It should also be done in narrower more manageable
increments that will have a better chance of success within a reasonable
time period."

...but accuracy issues are at the heart of the problem. One can't assume
perfect accuracy because this is where the bad actors hide. This is
where they will continue hide. In the meantime, we are being asked to
implement a massively burdensome accreditation/acknowledgement process
in order to deal with the problem - which will fail as soon as bad
contact data is introduced into the mix. So why do it? This makes no
sense.
