Leo, current registration prices do not take into account the additional

costs that we are pointing out here. With trademark registration there
is
a known need for making the information available later as trademark 
searches are a necessary process for trademark registration. So it may 
make sense to spread the cost of that across all registrations. 

With domain name registration the only later related need is to
ascertain
whether or not the name is already registered (a simple registry
lookup).
Access to the personally identifiable information of the registrant of a
domain name is just a perceived need of the IP communiy, LE, and others.
Any *real* needs do not require that direct access and are addressed by
the original OPoC proposal.

Why should all registrants of domain names have to pay higher
registration
fees to cover the costs that would be created by the recommendations
being
contemplated here? Those who want the access should pay for it.

That said, I think the original OPoC proposal is fine as it is. It's 
unfortunate that some of the constituents of the GNSO didn't see it that
way. As a result, it now looks like nothing will change since there is 
little likelihood of anything remotely akin to consensus on these
issues.

Dear Milton: in most countries the trademark registration fees cover
costs, so there are no tax dollars involved. In addition, the purpose of
trademark registries is in essence quite similar to those of domain name
registries: They register a name in exchange for money. Costs for
publication and access of registration information will be included in
the registration fee and there is no separat charge. 
I don't want to side track from the main issue. My point was simply to
show that the free access to relevant data is common practice in a
related field.
