It has been argued that no pricing constraints should
be imposed on registrars in performance of the REVEAL
function, that "market rates" should prevail.

Having long recognized the ability of registrars to
creatively game the system, I started thinking about
how some of them will likely game an OPOC policy.

Imagine that you are an ICANN-accredited commercial
entity doing business as
PhantomTyposquattingRegistrar.com -- perhaps you have
a portfolio of 1.4 million names under management and
you run your operation with basically no staff as you
only cater to clients that have in excess of 10,000
names to park.  

Because your no-staff business model won't allow for
the manual labor of performing the REVEAL function,
you decide to price REVEAL services at $10,000 per
request.

This will result in no one asking you to REVEAL
anything, and you remain compliant with ICANN
contractual obligations that impose no price caps on
registrar services.
