Your comment reminds me of the VeriSign-ICANN lawsuit:
two parties collude and decide to solve their
problems by screwing a third party (the registrant).
Let those who use the service pay for the service;
anything else constitutes an unacceptable tax that
ICANN is not empowered to levy.
