Right. But the idea was to accept the OpoC proposal as the basis and to
fill in the blanks, not to completely undermine it. 

In the draft 1.5, the statements on line 490-494 that private actors
have a right to unrestricted bulk access to complete records for
suspected intellectual property infringement, consumer harm or virtually
anything else eviscerates the OPoC proposal, it does not "develop" it. 

It also is not in accord with the stated agreement of this group.
