That's one interpretation. My recollection of the council and
surrounding discussions was that with some additional effort, there
was an opportunity to make room for a compromise with law enforcement
interests which would likely also be sufficient to address the
majority of concerns we were hearing from the GAC. The net effect of
which would be to put the Council in a position to proceed with a
policy recommendation, despite the irresponsible actions of the
intellectual property community over the history of this issue.
Of course, as I pointed out, this is a matter open to interpretation.
