I didn't want to bog the call down with a discussion of the process we
are using to draft this report, however I want to enter an objection for
the record.

I specifically disagree with the approach that Philip has chosen to take
to gauge agreement/support/etc. of the various propositions in that the
working group is being asked to prove in the negative, the relative
merit of each proposition. This is akin to claiming guilt until
innocence is proven.

Based on this objection, I can in no way support the contents of the
report, or any findings of the report that are put forward as a result
of this flawed process. This will be reflected in my recommendations to
my constituency concerning how the registrar community should react to
this document.
