thanks, milton, for highlighting the term "concerns"; the lack of
evidence/data regarding abuses of whois data also motivated the gac to

Yes, and Section 2 recognizes that there are "legitimate concerns about
the misuse of Whois data" and "conflicts with national privacy and data
protection laws"
