[gnso-whois-wg] Process Following Issuance of Final Report (Comment Period?)

Just a quick procedural question:
The Charter says this group is to "make recommendations" to the GNSO
Council (section 2 "Objectives").
Can staff answer what the process will be between when the outcomes
report is finalized and when the Council takes it up?
Particularly, will there be a comment period, and if so, before or after
it is sent to the Council?
I ask only because I know many of us on all sides of the issues have
stated that we have been making comments speaking for ourselves only,
and I was curious if there was planned a time when constituencies (and
other outside groups to which we belong) would weigh in officially, and
when that might be.
Thanks,
Adam
