Given a demonstrated standard that many cases of alternative views consist
of instances of a single participant with a different view, it seems that a
number of alternative views are missing from this report according to that
standard, thus yielding some inaccuracy in capturing diversity.

I will have more detailed comments to follow, citing additional alternative
views from the email record that were missed in this version of the report,
and I hope they will be included in the final version delivered to the
Council.
