Having spent a certain amount of time dealing with IETF processes, I
can report that they work adequately when there is a shared goal, and
not at all when there isn't.  The IETF has had plenty of working
groups that ended without producing anything beyond than a few draft
documents staking out opposing positions.

In the WHOIS debate, some people believe that the perceived privacy
interests of a relative handful of individual domain registrants trump
the interests of the billion Internet users who have to deal with the
consequences of the actions of all registrants, and some believe that
they don't.  (You can probably guess which way I lean.)  There is no
consensus, and there never will be.
