I have a very simple comment, and I know it applies to at least 4 and
probably as many as 10 members of the WG. By definition any point this
group 
And it is, unfortunately, a comment I have made before. 
It pertains to lines 847 - 852. 

I reiterate, for the third time: there is NOT agreement as stated in
those lines. There is agreement only that LEAs should have access as
described in 6.2 and 6.3 and that private actors should have access as
described in 6.2.
