While not all "drafting teams" require charters, in this case staff went ahead and prepared a draft. Having a charter can be useful to reference the working group rules that apply to the group. In addition, in this case we thought it was a particularly good idea, because when the Council convened this group, it did not explicitly define the group's scope of work. The Council asked the group to develop the survey, but did not specifically address what happens after the survey is administered. This charter recommends that the group remain in place until the survey is complete and the results are analyzed. Again, this is just a staff suggestion that can be discussed further on tomorrow's call, as can the suggested deadlines and milestone dates. We are also trying out this new charter template to help us remember to include important details. It's a little long (and all-inclusive) so please don't be daunted by it. If you have any suggestions (form or content) please let us know. If/once the group agrees on charter language, it could then be sent to the GNSO Council for its concurrence.
