Subject:  Distillation of Charter -- Outline of Deliverables, Questions, and
Objective

I have tried to "connect the dots" between the various Charter sections and
came up with the attached outline.  There appear to be 8 Deliverables or
Goals, many of the questions relate to several of these.  I have listed
separately the "Tasks" which I believe can now be assigned to Deliverables.

Based on this and the Work Plans from other groups, I believe we can begin
building our proposed work plan.
