[gtld-council] Technical criteria

Hello All,

There seemed to be general agreement that technical criteria were
important.
Some stated that these technical criteria should only be those
"necessary".

I recommend that each constituency consider what technical criteria they
feel is "necessary".

I have asked the ICANN staff to prepare a summary of the "current"
technical criteria that have evolved from the 2000 and 2004 rounds, and
are also included in recent new TLD agreements.
