Perhaps I can provide some input from my side and we could take this up on the next Council call.

The meeting in Washington was a "committee meeting" -- not a meeting of the whole group who are working on the PDP.

It was clear from the Washington meeting that more consultation needed to take place on technical criteria. From my personal notes, "staff to produce a document that is the current status quo on technical criteria for TLDs. Then send to the constituencies for their comments and input".

From BT's 26 Feb email to the gtld-council list (I don't have the exact citation or link but I am sure you can find it easily on the chronological link to the GNSO archives) "there seemed to be general agreement that technical criteria were important. Some stated that these technical criteria should only be those "necessary". I (BT) recommend that each constituency consider what technical criteria they feel is "necessary". I have asked the ICANN staff to prepare a summary of the "current" technical criteria that have evolved from the 2000 and 2004 rounds, and are also included in recent new TLD agreements".

As I said in my original mail, it would be helpful for constituencies to provide more information prior to the Wellington meeting for inclusion, after discussion, in an updated Initial Report.
